To vote on the Internet, the voter must have:
ID-card - apply for at the Citizenship and Migration Bureau of the Police and Border Guard Board;
PIN-codes - issued with the ID-card. If you have lost your codes, you can receive new ones from
the Citizenship and Migration Bureau or a bank office offering ID-card follow up service;

valid certificates - if your certificates have expired, it is possible to renew them on the Internet at
sk.ee/id-kontroll;
computer with Internet connection - Windows, Mac OS X or Linux operating systems can be used for voting;
card reader - ask from a computer shop or your bank office (read more);
ID-card software - install from installer.id.ee. Voter's application needs driver which supports Internet Explorer.
To vote on the Internet, using Mobile-ID, the voter must have:

SIM card with Mobile-ID support in the mobile phone – you can make the Mobile-ID service agreement at your mobile operator;
PIN-codes - issued with the Mobile-ID SIM card;
Mobile-ID use activated - it can be activated at the Police and Border Guard Board web page .

If voting is interrupted at any stage before confirming the vote with the PIN2 code, the vote is not considered cast. |

Stages of voting
Before voting please make sure that your ID-card is in the chip card reader or the mobile phone with Mobile-ID is available, and you have the PIN1 and PIN2 codes.
Please go to the e-voting opening page and click on
"Laadi alla rakendus" (Download the application). You will be offered for downloading the voter’s application suitable for the operating system of your computer. The time necessary for downloading depends on the speed of your Internet connection. Please be patient!
In the first window that opens you can choose if you will use ID-card or Mobile-ID for voting.

If you use the ID-card, and there are several ID-cards registered in your computer, their data will be displayed. Choose the ID-card that is in the reader at the moment and click "Valin" (Choose).
After that, you are asked to insert the PIN1 of your ID-card. Enter the code and click "OK".

If you are using Mobile-ID, you will be asked to enter your mobile phone number.
Then click on "Saada" (Send). Control code will be displayed on the computer screen, the same code will appear in the display window of your mobile phone.

Make sure the codes displayed are identical and confirm it in your phone. Next, the PIN1 code is asked in the phone for identification. Enter the code and click "OK ".
It may take a moment to identify the person both by ID-card and the Mobile-ID. During this procedure, the system is also checking whether you have already voted. The lists of candidates in the electoral district of your residence are also loaded. Then you will arrive at the page:

Please read the introductory text and click on "Otsustama" (Decide). The lists of candidates in the electoral district of your residence will be opened.

Please choose your candidate from the left-hand column and click on "Valin" (Choose). On the next page, you have to confirm your choice.

You have the possibility to go back to change your choice. For that, click on "Tagasi" (Back). If you are convinced that you want to vote for the candidate you have chosen, click on "Hääletan" (Vote). The system encrypts your choice, which will now be signed.
If you are using ID-card, you will next be asked to enter the PIN2 of your ID-card. Enter the code and click "OK".
If you are using Mobile-ID, control code will be displayed on your computer screen. The same code will appear in the display window of your mobile phone. Make sure the codes displayed are identical and confirm it in your phone. Next, the PIN2 code is asked in the phone for signature. Enter the code and click "OK".
This concludes e-voting, and you are asked to close the voter application. Closing will guarantee that connection to the voting centre has been cut.

| If there is an error

If the content and meaning of the error are not apparent in the text of error message, please contact info@vvk.ee. If a fault in your computer or other technical equipment does not allow e-voting, you can vote in the traditional way, at the polling division.
If your ID-card or its certificates are not found, the following message will be displayed:
Please check that the card has been inserted into the reader correctly and facing the right direction. Click on "Sulge" (Close) and start voting again on the opening page. To register the certificates, open the ID-card utility programme and from its upper menu, "Sertifikaadid" (Certificates) and "Registreeri" (Register). In a few seconds you will receive confirmation of the successful registration of certificates.
If you entered wrong PIN code, the following message is displayed:
In this case, click "OK", then the window for entering PIN code will open again. If you enter wrong PIN code three times, your ID-card will be locked and you will need PUK code to open it again.

Repeated voting
E-voting system allows you to vote again. Please not that in case of repetitive voting only the last vote will count. In order to repeat voting, you have to enter the e-voting web page, following the instructions described above. The system detects that you have already voted and asks confirmation that you will vote again. If you wish to vote for another candidate, click on „Otsustama” (Decide). If you are happy with your first choice, answer "Jah" (Yes).

Annulment of a vote
You can annul your electronic vote by voting in a polling station during the advance voting from 28 February to 2 March.
