    Elections and E-Voting

    Elections to the local government councils will take place on 18 October 2009. Citizens of Estonia and EU of at least 18 years of age have the right to vote. Also aliens holding the long-term residence permit or permanent residence permit have the right to vote.

    Diverse Voting Methods

    - electronic voting - voting in polling stations
    On October 12 - 14 from 12 a.m. until 8 p.m. advance polls are open. Every rural municipality and city shall set up at least one polling station where voters can vote outside the polling division of their residence.

    On October 12 - 14 from 12 a.m. until 8 p.m. it is possible to vote in advance in one's polling division of residence. The location of the polling station is given on the polling card sent to the voter’s home address, or on his or her electronic polling card.

    On the day of elections, October 18, all polling stations are open from 9 a.m. until 8 p.m. It is only possible to vote in one's polling division of residence.

    Time frame for electronic voting
    It is possible to vote on the Internet round the clock from 9 a.m. on October 8 until 8 p.m. on October 14.

    Changing the electronic vote
    It is possible to change the electronic vote by voting electronically again. In this case, the last vote shall be counted.

    If the voter has also voted in a polling station during the advance poll, his or her electronic vote shall be annulled and the vote on paper shall be counted.

    It is not possible to change or annul the electronic vote on the election day, October 18.

    Accepting electronic votes
    The National Electoral Committee shall annul the repeated electronic votes. If the voter has voted in another way in addition to voting on the Internet, the National Electoral Committee shall annul the electronic vote of the voter on the basis of a notification of annulment forwarded by the polling station. When a vote is annulled, the choice of the voter will remain in secret.

    The acceptance of an electronic vote can be checked after the end of the advance poll in the National Electoral Committee or, on the basis of the polling list, on the election day in the polling station of one's residence. A voter can only check information pertaining to himself or herself on the polling list.
    It is also possible to make sure that one’s vote is accepted by voting again during the electronic poll (October 8 - 14) and receiving notification of repeated vote.

    Counting the electronic votes
    The National Electoral Committee will count the votes after 7 p.m. on October 18. The electronic votes are added up on the district level.
