The resolution of the council is published within three working days from its adoption.

Every Estonian or European Union citizen who has the right to vote, has attained 18 years of age by the last day for the registration of candidates, and whose permanent residence, i.e. home address registered in the Estonian population register, is located in the relevant rural municipality or city not later than on 1 August of the election year has the right to stand as a candidate.

The Ministry of the Interior organises the preparation and dispatch of notifications to the citizens of the European Union who have the right to participate in the voting.

From 20 August until 4 September 2025

No earlier than on the 60th day and no later than on the 45th day before the election day

Election coalitions are presented for registration to rural municipality and city electoral committees no earlier than on the 60th and no later than on the 45th day before the election day.

The nomination of candidates begins.

Rural municipality and city governments adopt regulations on the formation of voting districts.

Political parties and election coalitions participating in the elections may each submit one candidate for a member of the voting district committee to the rural municipality or city secretary.

Nomination of candidates ends (at 6 p.m.).

Correction of errors in candidates’ documents ends (at 6 p.m.).

Rural municipality and city electoral committees register the candidates nominated in accordance with the requirements. Rural municipality and city electoral committees draw lots for the order in which numbers are assigned to political parties, election coalitions, and independent candidates.

Within 3 days after the registration of candidates

Candidates may submit applications to decline to stand as a candidate.

On the 30th day before the election day

The Ministry of the Interior prepares the list of voters. Any changes in the residential address or address of the place of stay made after the 30th day before the election day are not taken into account.

On the 25th day before the election day at the latest

The Ministry of the Interior organises the forwarding of the list of voters to the State Electoral Office.

29 September 2025 at the latest

On the 20th day before the election day at the latest

Rural municipality and city councils appoint by resolution the chairmen, at least 4 members and at least 2 alternate members of voting district committees. 

6 October 2025 at the latest

On the 13th day before the election day at the latest 

Rural municipality and city electoral committees may revoke resolutions to register candidates and may register persons who have not been registered.

9 October 2025 at the latest

On the 10th day before the election day at the latest

The Ministry of the Interior organises the preparation of election information sheets and sending these to voters. 

13–16 October 2025

From the 6th day to the 3rd day before the election day

Advance voting is held in at least one designated voting district in each rural municipality and city. Advance voting also takes place outside the electoral district of residence. Voting opens at 12 noon and closes at 8 p.m. 

13–16 October 2025

From the 6th day to the 3rd day before the election day

Voting is held at location of voters, custodial institutions, hospitals, and twenty-four-hour social welfare institutions. Voting takes place from 9 a.m. until 8 p.m.

13–18 October 2025

From the 6th to the 1st day before election day

Electronic voting. Voting opens at 9 a.m. on 13 October and lasts round-the-clock until 8 p.m. on 18 October.

17–18 October 2025

From the 2nd to the 1st day before the election day

Advance voting takes place in all voting districts from 12 noon until 8 p.m. Home voting is also possible.

18 October 2025 at the latest

On the 1th day before the election day at the latest

Envelopes with ballot papers are forwarded to the State Electoral Office.

19 October 2025 at the latest

No later than at 12 noon on the election day

Envelopes with ballot papers are forwarded to the election committee of the rural municipality or city.

Election Day

Voting is held from 9 a.m. to 8 p.m. Home voting is also possible. Until 8 p.m., voters can change their i-votes by voting with a ballot paper.

20 October 2025

 

The second counting of votes in electoral committees of rural municipalities or cities.

 

 

Rural municipality and city electoral committee registers by its resolution the elected members after the election day when the term for filing complaints and appeals with the National Electoral Committee and the Supreme Court has expired or when final decisions have been made on these complaints and appeals.

No later than 18 November 2025

Within one month as of the election day

Within one month as of the election day, political parties, election coalitions, and independent candidates submit their election campaign reports to the Political Parties Financing Surveillance Committee.
