The Ministry of the Interior prepares the list of voters. Any changes made to the data on residential addresses and addresses of the place of stay after the 30th day before the election day are not taken into account.

The Ministry of the Interior organises the forwarding of the list of voters to the National Electoral Committee.

Voting takes place at foreign missions on at least two days.

The Ministry of the Interior organises the dispatch of election information sheets to voters.

Electronic voting. Voting opens on 27 February at 9 a.m. and takes place around the clock until 4 March at 8 p.m.

From the 6th to the 3rd day before the election day

Advance voting is held in at least one designated voting district in each rural municipality and city. Advance voting also takes place outside the electoral district of residence. Voting takes place from 12 noon until 8 p.m.

Voting is held at location of voters, in custodial institutions, hospitals and twenty-four-hour social welfare institutions. Voting takes place from 9 a.m. until 8 p.m.

Advance voting is held in all voting districts from 12 noon until 8 p.m. Home voting is also held. Home voting is organised between 9 a.m. and 8 p.m.

The envelopes with ballot papers are forwarded to vote counting committees.

Election Day

Voting takes place from 9 a.m. to 8 p.m. Home voting is also held.

Until 8 p.m., voters can change their i-votes by voting with a ballot paper. The voting district committee starts counting the votes at 8 p.m. at the earliest. The State Electoral Office counts the i-votes. Every electoral district has an appointed vote counting committee to count the votes cast outside the electoral district of residence. The vote counting committee of the City of Tallinn counts the votes from voters who reside permanently abroad.

After the election day

The National Electoral Committee registers the elected and substitute members of the Riigikogu after the election day when the term for filing complaints and appeals with the National Electoral Committee and the Supreme Court has expired or when the final resolutions have been adopted in respect of the filed complaints and appeals.

Within one month as of election day, political parties and independent candidates submit election campaign reports to the Political Parties Financing Surveillance Committee.
