A security must be paid for each candidate at the Riigikogu and the European Parliament elections. The amount of the security is the minimum monthly salary at the Riigikogu elections and five times the minimum monthly salary at the European Parliament elections.

The security is refunded at the Riigikogu elections if the candidate is elected or receives votes to the extent of at least one-half of the simple quota in the electoral district or if the candidates of the political party receive at least 5 per cent of the votes nationally. The security is returned at the European Parliament elections if the independent candidate or the political party received at least 5 per cent of the votes nationally.
