Voting district committees

The function of a voting district committee is to organise voting at polling places within the territory of a voting district. The voting district committee has at least 5 members. The committee is formed separately for each election or referendum by the city or rural municipality council on the proposal of the rural municipality or city secretary.

Members of the voting district committee must have the right to vote at the elections or referendum in question. This means that at the municipal councils elections and the European Parliament elections, the members of the committee do not have to be citizens of Estonia. The law requires that members of the committee must be proficient in Estonian.

Half of the members of the voting district committee are presented by the rural municipality or city secretary. The remaining members are presented by the political parties (as well as election coalitions at council elections) participating in the election. The council must consider the principle of political balance when forming the voting district committee. A member of the voting district committee proposed by a political party has all the rights and responsibilities of a member of the voting district committee. Members of the committee must not campaign.
