The voting results in a voting district are ascertained by the voting district committee. All votes cast in a voting district are counted on the evening of the election day after 8 p.m. The voting district committee prepares a record on voting results. All ballot papers and documents are packed and forwarded to the rural municipality or city electoral committee.

Ballot papers are counted for the second time in the rural municipality or city electoral committee. If the electoral committee finds faults in the results of the voting district committee, an annex to the record is compiled concerning the corrections.

The State Electoral Office ascertains the results of electronic voting after 8 p.m. on election day. At least three persons designated by the Head of the State Electoral Office and at least one-half of the members of the National Electoral Committee must be present at the counting of votes.

Before the counting of electronic votes, the electronic votes that have been changed by the ballot papers when voting are annulled, and the electronic votes are separated from the personal data of the voters.

Counting of votes cast using electronic means is public. Persons who are present at the counting of votes must follow the oral orders of the persons designated by the Head of the State Electoral Office.

At the Riigikogu and the European Parliament elections and referendums, the votes of voters permanently residing abroad are counted in Tallinn City Vote Counting Committee. The final voting results are ascertained by the National Electoral Committee; or a rural municipality or city electoral committee at municipal councils elections. The election result is calculated on the basis of voting results.
