State Electoral Office publishes the source code of the i-voting system and the source code of the verification application on the webpage of the elections.

Rural municipality or city councils appoint by a resolution the chairmen of voting district committees, and form voting district committees comprising at least five members.

State Electoral Office publicly creates a vote encryption key to encrypt i-votes and a vote decryption key to decrypt the votes (anonymously on the election day).

State Electoral Office organises a public test voting to test the casting of i-votes, encryption of the votes and the use of the vote decryption key, ascertaining of the results of i-voting, and the integrity of the i-voting system.

Advance voting is held in at least one designated voting district in each rural municipality and city. Advance voting also takes place outside the electoral district of residence. Voting takes place from 12 noon until 8 p.m.

Voting is held at location of voters, custodial institutions, hospitals, and twenty-four-hour social welfare institutions. Voting takes place from 9 a.m. until 8 p.m.

Advance voting takes place in all voting districts from 12 noon until 8 p.m. Home voting is also possible. Home voting is organised between 9 a.m. and 8 p.m.

Election Day

Voting is held from 9 a.m. to 8 p.m. Home voting is also possible.

Until 8 p.m., voters can change their i-votes by voting with a ballot paper. The voting district committee starts counting the votes at 8 p.m. at the earliest. The State Electoral Office counts the i-votes. Every electoral district has an appointed vote counting committee to count the votes cast outside the electoral district of residence. The vote counting committee of the City of Tallinn counts the votes from voters who reside permanently abroad.

On the day following the election day

State Electoral Office counts the i-votes for the second time and checks the integrity of the data in the i-voting system. The information systems auditor carries out process and data audits to check the integrity of i-voting.

After the election day

The National Electoral Committee registers the elected and substitute members of the Riigikogu after the election day when the term for filing complaints and appeals with the National Electoral Committee and the Supreme Court has expired or when the final resolutions have been adopted in respect of the filed complaints and appeals.

After the election day

Within one month of the election day, but not before the final decisions have been made on the complaints received by the National Electoral Committee and the Supreme Court, the rural municipality or city secretary organises the destruction of the paper ballots and the State Electoral Office organises the destruction of the i-votes. 

8 April 2027 at the latest

Within one month of the election day 

Political parties and independent candidates submit election campaign reports to the Political Parties Financing Surveillance Committee within one month of the election day.
