Election activities and deadlines in 2019 European Parliament elections

Not later than 25 February 2019 At least three months before election day The President of the Republic declares the elections.
Not later than 17 March 2019 Not later than on the 70th day before election day The Ministry of Internal Affairs organises the preparation of notifications and sending them to the citizens of the European Union who have the right to participate in voting.
27 March 2019 On the 60th day before election day The nomination of candidates for registration begins. Before the nomination of candidates, a political party or an independent candidate has to deposit the security to the bank account of the Ministry of Finance.
Not later than 27 March 2019 Not later than on the 60th day before election day The Ministry of the Interior sends electronic voter cards to voters who are permanently residing abroad or temporarily staying abroad according to the data in the Population Register, and who have applied for this via the Estonian information portal.
Not later than 6 April 2019 Not later than on the 50th day before election day Rural municipality or city governments determine the voting districts by a regulation.
6 April 2019 On the 50th day before election day The nomination of candidates ends (at 6 p.m.).

17 April 2019 As of the last day for the registration of candidates The beginning of the time of active election campaigning, during which any political outdoor advertising is prohibited.
19 April 2019 at the latest, if the candidates are registered on 16 April 2019 Within 3 days after the registration of candidates A candidate may decline to stand as a candidate by submitting a written application.

Not later than 6 May 2019 Not later than on the 20th day before election day Rural municipality or city councils appoint by a resolution the chairmen of voting district committees and form voting district committees comprising at least five members.
11 May 2019 On the 15th day before election day A voter who has not received a voter's card on the 15th day before election day or whose voter's card contains incorrect information may file an application with the rural municipality or city secretary for clarification to be given or errors to be corrected.
11-16 May 2019 From the 15th to the 10th day before election day Voting takes place at foreign missions on at least two days.
16-19 May 2019 From the 10th to the 7th day before election day Advance voting is held in county centres in polling places designated by the State Electoral Office. Voting opens at 12 a.m. and closes at 8 p.m.
16-22 May 2019 From the 10th to the 4th day before election day Electronic voting. Voting opens on 16 May at 9 a.m. and lasts twenty-four hours a day until the close of voting at 6 p.m. on 22 May.
Not later than 19 May 2019 Not later than by the 7th day before election day The Ministry of the Interior organises the delivery of the lists of voters to the voting district committees.
20-22 May 2019 From the 6th to the 4th day before election day Advance voting is held in all voting districts from 12 a.m. to 8 p.m. It is also possible to vote outside the voting district of residence. Voting at the location of the voter, in custodial institutions, hospitals and twenty-four hour social welfare institution is organised from 9 a.m. until 8 p.m.
26 May 2019 Election Day Voting takes place from 9 a.m. to 8 p.m. Home voting is also held. The counting of votes begins after the close of the voting in Estonia. At 8 p.m. at the earliest, Tallinn City Vote Counting Committee begins the counting of the votes of voters permanently residing in foreign state. After 8 p.m., the State Electoral Office ascertains the results of electronic voting. Voting results shall not be disclosed before the close of voting in all Member States of the European Union.
15 June 2019 Not later than on the 20th day after election day The National Electoral Committee registers the elected Members of the European Parliament and their alternate members.
Not later than 27 June 2019 Within one month as of election day Within one month as of election day, political parties and independent candidates submit election campaign reports to the Political Parties Financing Surveillance Committee.
