On the basis of the information of the population register, according to the number of residents in the rural municipality or city as at 1 June, municipal councils determine the number of members of council and the number of electoral districts, and their numeration and boundaries. The resolution of a council is published within three working days as of the day on which the resolution is adopted. |

Municipal councils distribute the mandates between the electoral districts, based on the number of voters according to the information of the population register as at 1 June of the election year. |

Municipal councils appoint the members of rural municipality and city electoral committees. |
Rural municipality and city governments designate and publish the locations of rural municipality and city electoral committees. | |
Rural municipality and city electoral committees specify and publish their working hours. | |

Every Estonian citizen and citizen of the European Union who has the right to vote, who has attained 18 years of age by the last day for the registration of candidates and whose permanent residence, i.e. residence the address details of which have been entered in the Estonian population register, is located in the relevant rural municipality or city not later than on 1 August of the election year has the right to stand as a candidate. |

The Ministry of the Interior organises the preparation of notifications and sending them to the citizens of the European Union who have the right to participate in the voting. |
From 18 August 2021 to 2 September 2021 | Election coalitions are presented for registration to rural municipality and city electoral committees not earlier than on the 60th and not later than on the 45th day before election day. |

The nomination of candidates for registration begins. |

Not later than 9 September 2021 | Correction of errors in candidates’ documents ends (at 6 p.m.). |
Not later than 12 September 2021 | Rural municipality and city electoral committees register the candidates nominated in accordance with the requirements. Rural municipality and city electoral committees decide by lot the order in which numbers are assigned to political parties, election coalitions and independent candidates. |
15 September 2021 at the latest, if candidates are registered on 12 September 2021 | A candidate may submit an application to decline to stand as a candidate. |
17 September 2021 | The Ministry of the Interior prepares the list of voters. Any changes made to the data on residential addresses and addresses of the place of stay after the 30th day before election day are not taken into account. |

Rural municipality and city councils appoint by their resolutions the chairmen of voting district committees, at least 4 members of committee and at least 2 alternate members. |

Rural municipality and city electoral committees may revoke resolutions to register candidates and may register persons who have not been registered. |

The Ministry of the Interior organises the preparation of election information sheets and sending them to voters. |
11. – 14 October 2021 | Advance voting is held in at least one voting district designated in each rural municipality and city. Advance voting outside the electoral district of residence is also held. Voting opens at 12 noon and closes at 8 p.m. |
11. – 14 October 2021 | Voting at location of voters, in custodial institutions, hospitals and twenty-four hour social welfare institutions is held. Voting takes place from 9 a.m. until 8 p.m. |
11. – 16 October 2021 | Electronic voting. Voting opens at 9 a.m. on 11 October and lasts round-the-clock until 8 p.m. on 16 October. |
15. – 16 October 2021 | Advance voting is held in all voting districts from 12 a.m. to 8 p.m. Home voting is also held. |
17 October 2021 | Voting takes place from 9 a.m. to 8 p.m. Home voting is also held. Until 8 p.m., voters can change their votes cast using electronic means by voting by a ballot paper. |
Rural municipality and city electoral committees register by their resolutions the elected members of councils after election day if the term for filing complaints and appeals with the National Electoral Committee and the Supreme Court has expired or if final resolutions have been adopted in respect of the complaints and appeals filed. | |
Not later than 18 November 2021 |
Within one month as of election day, political parties, election coalitions and independent candidates submit their election campaign reports to the Political Parties Financing Surveillance Committee. |
