Local elections in autumn will bring a reduction in the number of councillors

At local government elections this year, a total of 1,684 members of local councils will be elected in 78 Estonian rural municipalities and cities. This means 33 less mandates than at the 2021 elections.

Local government councils had to determine the number of electoral districts by 11 August and distribute the mandates based on the number of voters in the population register.

Compared to the last elections, the size of the councils will decrease in seven local governments: the City of Narva-Jõesuu (2) and the rural municipalities of Mustvee (4), Viru-Nigula (2), Väike-Maarja (2), Lääneranna (4), Elva (4), and Põhja-Sakala (2). 17 mandates will disappear because of the merger of Toila and Jõhvi rural municipalities. The new Jõhvi rural municipality with 21 mandates will form after the elections, and the voters of the merging municipalities will vote jointly.

The size of the council will increase by two seats in two municipalities: Jõelähtne and Kose rural municipalities.

Every municipality is its own electoral district, except the City of Tallinn. In Tallinn, every city district is a separate electoral district, eight in total. Lasnamäe electoral district will lose two mandates compared to the 2021 elections, while the districts of Kesklinn and Nõmme will receive an additional mandate each.

The nomination of candidates for registration starts on 20 August and runs until 9 September. Documents can be submitted to the municipal electoral committees or online via the election information system.

Local government council elections will take place on 13–19 October.
